A school may not withhold a learner’s report or transfer documents because fees are unpaid. This is the single most common obstruction parents meet when moving a child, and it is unlawful. Ask in writing, and escalate to the district office if it continues.

Moving a child to another school

• Secure the place at the new school first, in writing, before giving notice at the current one.
• Ask for the transfer card and the latest report. The new school needs both to place the learner in the right grade.
• Mid-year transfers are possible but depend on space, and popular schools are full. Ask the district office about placement if no school has room.
• Keep copies of everything you hand over. Records go missing between schools more often than anyone admits.

If a school refuses to admit

You are entitled to reasons in writing, and a refusal can be appealed to the provincial head of department. A school may not refuse on the grounds of unpaid fees, a lack of documents, a disability, pregnancy, or a parent’s inability to pay.

Where no school has space, the district is responsible for placing the learner. Approach the district office directly rather than continuing to try schools one at a time, and keep a record of every school that refused and when.
