Brits is not part of the City of Tshwane. It falls under Madibeng Local Municipality in North West province, and the confusion is understandable because Brits shares the 012 dialling code with Pretoria and sits just across the provincial boundary. Calling Tshwane about a Brits municipal matter will not get it resolved.

Services and responsibilities
Madibeng Local Municipality is a category B municipality operating an executive mayoral system, and it covers Brits along with the surrounding area including Hartbeespoort. Its published service departments cover accounts and billing, building plans, cemeteries and halls, electricity, fire and disaster services, housing, refuse collection, traffic, transport and roads, and water and sanitation. Halls bookings run on 012 318 8404 and environmental matters on 012 318 8161.

The municipal offices are at 53 Van Velden Street, Brits. Note that the municipality publishes two different traffic numbers in two places: 012 318 8800 under general departmental contacts and 012 318 9290 in its emergency numbers list, so try both if one does not answer. Its published emergency numbers also include the fire department and disaster management on 012 250 2222.
Applications and escalation
Municipal service failures should be logged with the relevant department above and a reference number kept, then escalated to customer care. Note that some numbers in the municipality emergency list belong to other organisations and not to the municipality: it lists the South African Police Service on 012 381 6000 and Netcare ambulance services on 082911, which are independent emergency services. If a municipal complaint is not resolved, a maladministration complaint can be taken to the Public Protector, and a billing dispute follows the municipality own credit control and debt collection policy.
