Traffic fines in Paarl, Wellington, Gouda, Saron and Simondium are handled by Drakenstein Municipality. The municipality does not publish a single traffic fines hotline – enquiries go to the traffic head office or the relevant testing centre, and the numbers below are the ones on its own Traffic page.

A warning about payment details. Older pages and third-party sites still circulate a traffic fines email address and municipal banking details that no longer appear on the municipality’s live Traffic page. Fine-payment fraud works precisely by supplying a plausible account number, so take banking details only from the municipality’s own website or counter on the day you pay, and never from a third-party page – including this one.

- Driving licence applications and renewals, and roadworthiness testing, through the Daljosaphat and Wellington testing centres.

- Electronic vehicle licence renewal is available – the municipality links the process from its own Traffic page.
On renewals, the municipality makes a point worth repeating: the Road Traffic Management Corporation posts renewal notices about six weeks before a licence is due, but the responsibility to renew on time rests with the licence holder whether or not that notice arrives.

- Motor vehicle registration and licensing: Monday to Thursday payments 08:00 – 16:00; Friday and month end payments 08:00 – 14:30; Saturday 08:00 – 12:00 with payments until 12:00.
- All traffic centres stay open during lunch, which the municipality states explicitly and which is not true of every licensing office.
- Note that payment cut-off times are earlier than enquiry times on Fridays, at month end and on Saturdays. Arriving at 14:00 on a Friday means you can ask a question but not pay.
Documents accepted for licensing, as listed by the municipality: a South African identity document, a valid temporary identification document, a Traffic Register Number Certificate, a valid South African driving licence card, or a valid South African passport.
Support and escalation routes
- Quote the full notice number in any enquiry or payment. It is the only reliable reference, and a fine cannot be traced reliably by vehicle registration alone.
- If you believe a fine is wrong, do not simply ignore it. A traffic notice carries a due date, and options generally include paying, making written representations to have it withdrawn, or electing to be tried in court. Which applies depends on the notice type, so ask the traffic head office what your specific notice allows before the date passes.
- Municipal emergencies, which are separate from traffic matters: life-threatening emergencies on 021 872 2323, and service emergencies on 021 807 4500.
- Complaints about the municipality itself that it does not resolve can go to the Western Cape provincial department responsible for local government, and ultimately to the Public Protector.
