Driving licence and vehicle licensing transactions are done at a driving licence testing centre or a registering authority, which is run at municipal level. The provincial Department of Community Safety, Roads and Transport oversees testing stations and licensing in the Free State and publishes sections for testing stations, licensing and licensing enquiries. The National Traffic Information System, together with the Road Traffic Management Corporation, holds the national records behind a licence or a registration. Traffic fines fall under either the ordinary criminal process or the AARTO system depending on where the infringement occurred.

Masilonyana Local Municipality has its head office in Theunissen and covers Brandfort, Theunissen, Winburg, Verkeerdevlei and Soutpan, forming part of the Lejweleputswa District Municipality. Note that the municipality email address published on its site sits on a co.za domain rather than the gov.za domain the site itself uses, which looks inconsistent but is what the municipality publishes.
