Mangaung is a correctional centre rather than a prison in current South African law, and the two routes people most often need for it are booking a visit and lodging a complaint about treatment. Those go to different bodies.

What this organisation provides
JICS is the independent oversight body for correctional centres and is the correct destination for a complaint about conditions or treatment, including at privately managed centres. Its head office is at 349 Witch-Hazel Avenue, Eco-Origin Park Block C3, Highveld, Centurion 0157, and it runs a second office at 1 Thibault Square, Standard Bank Building, in Cape Town, reachable on [email protected].
Address and operating information
Visits are booked through the Department of Correctional Services rather than through the inspectorate. The state run centres in Bloemfontein are Grootvlei Medium on 051 505 4613 and Grootvlei Maximum on 051 406 5300, both on Dewetsdorp Road with post to Private Bag X20547, Bloemfontein. These are separate facilities from Mangaung and hold different people.
Support and escalation routes
Two cautions on published numbers. The department centre directory prints a mobile number beside the name of the individual heading Grootvlei Maximum, which is a personal line and not a centre switchboard. It also lists the Bloemfontein community corrections number in a shortened form that cannot connect as printed. Use the centre numbers above instead.
