Services and responsibilities
ICASA licenses and regulates broadcasting, telecommunications and postal service providers. It handles consumer complaints against licensed providers about network coverage, dropped calls, number portability, billing for data, voice and roaming, lost or damaged mail, and TV licence billing disputes.
Some complaints fall outside ICASA’s mandate. ICASA refers contract terms, faulty handsets and misleading adverts to the National Consumer Commission, SMS spam and content billing to WASPA, and credit listings to the Credit Ombud.

Complaints, applications and escalation
ICASA only takes a complaint after the service provider has had a chance to fix it. For the full complaints route, see the ICASA complaints contact details page. In short:
- Complain to your service provider first, get a reference number and allow 14 working days.
- If it is not resolved, lodge a written complaint with ICASA: online at online.icasa.org.za, by email to consumer@icasa.org.za, by fax to 012 568 3444, by post, or in person at any ICASA office.
- ICASA acknowledges the complaint and gives you a reference number within 48 hours, and sends it to the licensee for a response within two working days.
All legal notices, including applications and summonses, must be served on the Executive Legal, Risk and CCC at Block B of the Centurion head office.
