ICSP is the Internship and Community Service Placement programme run by the National Department of Health. It places medical interns and community service professionals into public health posts, and every newly qualified health professional in South Africa passes through it. The programme publishes a help desk, a preferred mailbox and three departmental lines, and it asks specifically that you use those rather than arriving in person.

Official contact channels

The mailbox is labelled the preferred method on the ICSP system itself, and that is worth taking literally. Email leaves a record of exactly what you sent and when, which is the thing that matters most when an allocation is later disputed, and the alternative is three separate departmental numbers plus a help desk.

Services and responsibilities

ICSP runs an online system with two allocation cycles each year, covering two separate programmes, Medical Internship and Community Service:

Community service covers a defined set of professional fields, and the way the programme organises its provincial coordinators shows what those are in practice: allied health professions, dentists and clinical psychologists, medical professionals covering both internship and community service, pharmacists, professional nurses and radiographers. Each of those is coordinated separately within a province, so the field you fall into determines who handles your file.

The stated purpose of the programme is to achieve equitable distribution of health professionals in the public sector, particularly in underserviced and rural areas. The guidance document is built on principles of equity and fairness, integrity, confidentiality and privacy, consultation and collaboration, transparency and openness, responsibility and accountability, and collegiality and professionalism. That matters beyond being a statement of intent, because it is the declared basis on which allocations are made and therefore the ground on which one can reasonably be questioned.

Office and address information

There are no walk-ins. The programme states plainly that no applicants are allowed to walk in at the National Department of Health and that attendance is by appointment only. This is the most practically useful line on the whole contact page, because travelling to Pretoria without an appointment accomplishes nothing at all.

Provincially, the ICSP system publishes a coordinator for each province broken down by professional field, with the Eastern Cape, Free State, Gauteng and KwaZulu-Natal each listing several people. Those entries are named individuals with individual mailboxes, and in some cases personal mobile numbers, so they are not reproduced here. Look up the current coordinator for your province and your field on the Contact us page of the ICSP online system, because the names change between cycles and a list copied elsewhere goes stale quickly.

One caution when you do. A few of the coordinator addresses published there are personal gmail accounts rather than government addresses. Before sending identity documents, qualification certificates or council registration papers to any address that does not end in a government domain, confirm it first with the ICSP help desk on 012 346 0700.

Applications and escalation

Applications run entirely through the ICSP Online System at icsp-doh.org.za, which requires a login. Registration, the cycle applications and the allocation outcome all happen inside that system rather than by email, and the mailbox and help desk exist to resolve problems with it rather than to replace it.

Two channels are commonly mistaken for ICSP routes and are not. The department runs a national health helpline on 0800 012 322 and a WhatsApp line on 0600 123 456, but both are public health advice channels. A placement query sent to either will not reach the ICSP team.

Registration with your professional council is also a separate matter from placement. The council handles registration and ICSP handles the post, and a delay at one does not get resolved by contacting the other, although a placement generally cannot proceed until the registration side is settled.
