There is an error on the official contact page worth knowing about before you dial. The block headed as the head office and Gauteng regional office carries a 021 telephone number and a Woodstock postal address, both of which belong to Cape Town, and the same number and the same staff member are then repeated lower down under the Western Cape regional office. Treat 021 462 0057 as the Western Cape number. For Johannesburg use 011 403 1700, which is the number published beside the general enquiries address.
The fraud and ethics hotline is run by an outside provider so that reports do not go through the organisation itself. It is toll free on 080 000 7395, by email to [email protected] or [email protected], or by SMS to 30916. The 086 number printed in that block is a fax and is labelled as one, so it is not a voice line.
Services and responsibilities
The authority covers the fibre processing and manufacturing sectors, which take in clothing, textiles, footwear and leather, forestry, wood products and furniture, pulp and paper, printing, packaging and publishing. It administers the skills development levy in those sectors, pays mandatory and discretionary grants, funds learnerships, apprenticeships and bursaries, and handles quality assurance and accreditation work alongside the QCTO.
Employers above the levy threshold pay the skills development levy through SARS with their monthly payroll return, and it is that levy that funds the grants. A mandatory grant is only paid back to employers who submit a workplace skills plan and an annual training report by the deadline, so a missed deadline is a forfeited grant rather than a late one.

Applications and escalation
Grant and accreditation queries are best sent to the functional mailbox rather than to a regional office, because the coordinators sit by function. Above the authority itself, SETAs fall under the Department of Higher Education and Training, which is where an unresolved complaint about a SETA belongs, and the QCTO is the quality council for occupational qualifications and trade tests.
