Watch the email domain. The department’s website is at education.nwpg.gov.za but its mailbox is at nwed.gov.za. Both are correct; typing the website domain into the address bar of an email will bounce.
The MEC’s office is not the first stop
For a school-level problem, the order that actually works is the school principal, then the school governing body, then the department. Writing to the MEC about an unresolved uniform or transport question sends it back down the same chain with time lost.
