For anything about a particular school, start with the school and then the relevant district office. If the department does not resolve a complaint, maladministration by a provincial department can be taken to the Public Protector, and the South African Council for Educators handles complaints about the professional conduct of a registered educator. Note that confirmation of a matric certificate is different from applying for a replacement certificate, which is handled through the national Department of Basic Education and Umalusi.
