There is no Vodacom Ombudsman: Vodacom’s own Code of Conduct names ICASA, the industry regulator, as the body to escalate to, and ICASA takes written complaints at consumer@icasa.org.za or by phone on 012 568 3000 / 3001. Before you go to ICASA, you must first complain to Vodacom, starting with Customer Care on 082 135.

The Independent Communications Authority of South Africa (ICASA) regulates the telecoms industry. Vodacom commits to aim to resolve a complaint within 14 working days, and only after that can the complaint be escalated to ICASA. No separate telecoms ombud or Vodacom ombud exists.

Your complaint starts with Vodacom, on the line that matches your problem. Vodacom’s Code of Conduct lists a separate number for each area:

  • Customer Care: 082 135, the starting point for most consumer complaints.
  • Vodacom Business: 082 1940, where a senior consultant is your first point of contact.
  • Cancellations: 082 1958.
  • Fibre (FTTH): 082 1904.
  • Repairs: 082 1944.
  • Subscriber collections: 082 1946.
  • Insurance: 082 1952.

If Vodacom does not resolve the matter, ICASA accepts complaints only in writing. You can lodge one directly on the ICASA consumer complaints page, or complete ICASA’s complaint form and email it to consumer@icasa.org.za. Vodacom publishes ICASA’s telephone numbers as 012 568 3000 / 3001 for queries.

What this regulator handles

ICASA is the industry regulator for communications in South Africa, and Vodacom’s Code of Conduct names it as the escalation body for complaints Vodacom has not resolved. It is the next step after Vodacom’s own internal process, not a replacement for it.

The same code also sets out some service promises you can quote when you complain: Vodacom promises itemised postpaid bills on request, and prepaid billing usage reports within 14 days of a request.

Complaints and escalation process

Each Vodacom line has its own internal ladder: agent or consultant, then team leader or supervisor, then manager. In Vodacom retail stores the ladder is consultant, supervisor, then store manager.

  1. Complain to the relevant Vodacom line (Customer Care 082 135, Business 082 1940, Cancellations 082 1958, FTTH 082 1904, Repairs 082 1944, Collections 082 1946 or Insurance 082 1952) and ask for escalation up the ladder to a manager if the first agent cannot help.
  2. Keep your reference number. Vodacom aims to resolve a complaint within 14 working days.
  3. If the complaint is still unresolved after 14 days, or you dispute the outcome, lodge a written complaint with ICASA online or email the complaint form to consumer@icasa.org.za.
