There is no single national “municipality complaints” line: complain to your municipality first, then write to its Municipal Manager, and if that fails, escalate to the Public Protector on 0800 11 20 40 (toll free) or the Presidential Hotline on 17737. The Public Protector is a Chapter 9 institution that investigates improper conduct in state affairs, including municipalities.

Official contact channels

Start with your own municipality’s call centre. Find your council’s number in our municipality contact details list or the metropolitan municipality contacts.

If the municipality does not resolve it, the Public Protector takes complaints on its toll-free line, 0800 11 20 40, and through registry mailboxes at head office and in each province. Each provincial office has its own registry mailbox; Limpopo’s, for example, is PolokwaneRegistry@pprotect.org.

The Presidential Hotline, set up in September 2009, takes public concerns about service from government departments and agencies. Call 17737 or email President@presidency.gov.za.

What this regulator handles

The Public Protector is a complaints body of last resort. Your complaint must be against an organ of state, such as a municipality, and you must first have used that body’s own complaints mechanism. Complaints must reach the Public Protector within two years of the incident.

Complaints and escalation process

  1. Log the fault or billing query with the municipality’s own call centre and keep the reference number.
  2. If it is not resolved, write to the Municipal Manager.
  3. Escalate to the Public Protector. Include the nature and history of the complaint, the steps you have already taken, names, dates and copies of correspondence.
  4. Or raise the service failure with the Presidential Hotline on 17737.

Address and operating information

The Public Protector’s head office is at 175 Lunnon Street, Hillcrest Office Park, Pretoria 0083, telephone 012 366 7000. Post goes to Private Bag X677, Pretoria 0001. It also has provincial offices, each with its own registry mailbox. More routes are in our complaints directory.
