The Eastern Cape Department of Education runs provincial schooling from a head office at Zwelitsha, outside King Williams Town. It publishes a toll free citizen care line alongside the switchboard, and it takes queries on WhatsApp as well as by telephone and email.

The department states that its citizen care agents aim to answer digital enquiries within forty eight business hours. Business hours is the phrase that matters there, because a message sent on a Friday afternoon is not late until the middle of the following week. If the matter cannot wait that long, the toll free line during office hours is the faster route, and for anything local the department asks you to go directly to your district office rather than through head office.

Services and responsibilities

The department is responsible for public schooling in the province, covering curriculum from the foundation phase through to the further education and training phase, early childhood development, inclusive education, assessment and examinations, teacher development, school infrastructure, and the national school nutrition programme. Note that the street address and the postal address are in two different towns, which is normal for a provincial department seated near the legislature but does catch people out.

If you are going in person, take a valid identity document, because the complex requires security clearance at the gate. Visitor parking is available through the main entrance.

Applications and escalation

Start with the school, then the district office, then head office. That order matters because most of what parents need, from admissions and transfers to a dispute about a school governing body decision, is dealt with at school or district level, and a query sent straight to head office is usually returned to the district anyway.

For access to records held by the department, the route is the PAIA process and the departmental information officer rather than the citizen care line, and PAIA requests have their own forms and time limits. Complaints about how personal information has been handled go to the information officer first and then to the Information Regulator.
