Mangaung Metropolitan Municipality is the Free State metro with its seat in Bloemfontein; it also covers Botshabelo, Thaba ‘Nchu, Naledi (Dewetsdorp, Wepener, Van Stadensrus) and Soutpan.

Mangaung Municipality services and account help
Banking details and paying online. Mangaung asks residents to pay through their banking app rather than publishing an account number for manual deposits. It has also asked customers to de-link scheduled payments and debit orders linked to its old Nedbank account and re-link them to the listed Mangaung Metro Municipality beneficiary, which banks with FNB. To pay:
- Log onto your internet banking or banking app.
- Go to payments, then pay recipients, then public recipients, and search for MANGAUNG METRO.
- Type MANGAUNG METRO as the name and your own reference.
- Enter your 10-digit municipal account number as the recipient reference, then pay.
Pre-paid water. Tokens can be bought at all municipal pay points, online through banking apps, at Pick n Pay and on the Ontec app.
Indigent support. Household income may not exceed R6 945 a month (three times the state pension). Approved households get 6 kl of free water and 50 kWh of free electricity a month, plus a full subsidy for refuse, sanitation and rates. Apply with certified copies of your ID, your latest municipal water account, your latest CENTLEC electricity account or prepaid slip, and proof of income for everyone in the household.

Applications, payment arrangements and escalation
- Open a municipal account: complete the “Contract for the Supply of Water” (the Pink Form), signed by you and the municipal official, attach a copy of your ID or your lease agreement, and pay the minimum deposit.
- Make a payment arrangement: contact the Debt Collection unit, reception (051) 405 8301. At least 30% of the capital arrear debt must be paid on the date of the arrangement.
- Refunds: refunds are never paid in cash. A credit refund after a property transfer goes to the transferring attorneys and can take 30 days once the documents are complete.
