Two entries on the municipality’s own Important Numbers poster are incomplete, and they are incomplete in the PDF as well as on the web page. The cable theft line is printed as a toll-free number of only six digits, and City Fleet as eight. Neither can be dialled as published. Use the switchboard or the WhatsApp line instead.

The switchboard is also given two ways. The site footer and City Hall block use 031 311 1111, while the Important Numbers list uses 080 311 1111. The Durban geographic number is the one printed most consistently.

eThekwini water and sanitation contact number

The eThekwini Water and Sanitation call centre is on 080 131 3013. You can also use the municipal toll-free number 080 311 1111 or the Water and Sanitation WhatsApp number 073 148 3477. Use these to report water faults, burst pipes, sewage problems and sewer blockages.

When you report a leak, give the nearest street address or landmark, a description of the problem and your phone number. The municipality targets burst pipes within 24 hours and small leaks within 48 hours. Only leaks on the street or on council property are the municipality’s responsibility. For water loss insurance information call 0801 311 811; commercial-rate or multi-unit supplies contact the insurer on 031 267 8150.

eThekwini Municipality electricity headquarters and customer service centres

Electricity Headquarters is at 1 Jelf Taylor Crescent (Rotunda), Durban, opposite the Durban Bus Station, on 031 311 9092. Other electricity customer service centres handle new supply, bill payments and prepaid purchases: Bester/KwaMashu 031 311 6923, Isipingo 031 311 5623, Pinetown (60 Kings Road) 031 311 6295/6, Umhlanga (15 Twilight Drive) 031 311 9509 and Queensburgh (3 Rycroft Road) 031 311 9116.

eThekwini prepaid electricity

Prepaid electricity tokens are sold at municipal offices, Sizakala centres, Pick n Pay, Checkers, the Post Office, Flash retailers and in the eThekwini app. A prepaid meter can be blocked when there is outstanding municipal debt on the property; for prepaid meter queries use the electricity customer service centres above or 080 311 1111.

The municipality publishes two different sets of hours. Its accounts pages give 07:30 to 15:30 on weekdays with a Saturday morning, while the contact block in the website footer gives 08:00 to 17:00 weekdays only.

It also warns in the same breath that individual Sizakala centres may keep different hours from the standard ones. Pinetown Civic is one of the listed offices, and there is no separate published timetable for it, so the 07:30 to 15:30 weekday window is the safe assumption and it is worth phoning 0800 331 011 before travelling.

Offices with counters, including Chatsworth

The municipality lists the offices where cash and debit card payments can be made at a cashier. These are the revenue banking halls and Sizakala centres.

  • Florence Mkhize Building, Chatsworth, Hillcrest, Umhlanga Rocks, Rotunda, Umlazi Mega City, Phoenix, Winklespruit, Metro Water, Pinetown Civic and Shallcross.

The municipality specifically urges customers already in arrears, who fear disconnection, to pay at these counters rather than electronically, because payments made there reach the billing system promptly.

There are three kinds of Sizakala centre. One-Stop-Shops handle the full range including engineering and town planning; First Stop Shops give general information and log complaints for referral; and Thusong centres also host other government services such as Home Affairs and social welfare.

Billing and accounts contact details

Accounts and billing run through the Revenue Department on 031 324 5000. Debit order applications go to dborder@durban.gov.za or through eServices.

Payments can be made at municipal offices and Sizakala centres, at third-party retailers including Pick n Pay, Checkers and the Post Office, by EFT or direct deposit, by Scan to Pay through the eServices portal or the app, and by WhatsApp Scan to Pay on 064 761 7930.

eThekwini metro bill, account enquiries and refunds

The same WhatsApp number, 064 761 7930, handles bills, billing disputes, meter readings and refunds. For account queries on rates in Durban you can also use eservices.durban.gov.za, the eThekwini app, or the meter reading USSD code *134*031#. The municipality does not publish a separate metro bill enquiry email; use the Revenue Department on 031 324 5000, and dborder@durban.gov.za for debit orders only.

To log a billing dispute, use eservices.durban.gov.za, visit a municipal office or Sizakala centre, or WhatsApp 064 761 7930, and keep paying the undisputed portion. To get a refund of a credit balance, register on eservices.durban.gov.za or use the Refund Application Portal at correspondence.durban.gov.za, complete the refund application and upload your ID, latest statement, banking details and supporting documents. Refunds are paid by EFT only, typically within 30 working days.

Personal cheques are not accepted. The municipality warns that electronic payments are not instant and can take several days, and that an EFT without your name and account number in the reference will not be credited, leaving you in arrears.

Take the municipality’s banking details from durban.gov.za yourself rather than from any email or message. Account details forwarded by a third party are the standard shape of a payment redirection scam.

One caution on the accounts pages: the rates rebate section still contains an unfilled placeholder where the online application link should be. Apply through eservices.durban.gov.za or at an office instead.

Durban Solid Waste contact details

Durban Solid Waste (DSW) is on 031 311 8804 and dsw@durban.gov.za. Refuse is collected Monday to Friday, including public holidays. Black bags are supplied every three months; report non-delivery to 031 311 8804, which also takes bin and skip orders. Garden refuse transfer stations are generally open 07:00 to 17:00 (Tongaat 07:30 to 16:00), and residents may drop one bakkie load (maximum 750 kg) of garden refuse free.

Before you call

Have your municipal account number and the property address. Almost everything, from a billing query to a water leak, is logged against the account or the erf rather than against your name.

For an electricity fault rather than an account, use the fault WhatsApp line on 064 761 7930, electricity.faults@durban.gov.za or the app; for water faults use WhatsApp 073 148 3477. These log a reference, which the switchboard does not always do.

Keep the reference number you are given. Sizakala centres describe their role as logging your complaint and referring it on, so the reference is what lets you follow it afterwards.
