The City of Cape Town has a formal escalation path for complaints. Start with the Call Centre or a service request, and if that does not resolve the matter, the City runs its own Ombudsman office as an independent internal review.

The order to follow
Log the issue first through the Call Centre on 0860 103 089 or the online Service Requests Portal, and keep the reference number. The Ombudsman is a review office, not a first port of call, and will normally expect to see that you have already given the relevant department a chance to resolve the matter.
If the department does not respond within a reasonable period, or you believe you have been treated unfairly, take it to the Ombudsman on 021 400 5487 or [email protected] with your original reference number, dates and a short summary of what happened.
Appeals against a City decision
A formal appeal against a decision taken by the City under the Municipal Systems Act is different from a service complaint and goes to [email protected]. Appeals are usually subject to strict time limits from the date you were notified of the decision, so act promptly rather than raising it as an ordinary complaint first.
Reporting fraud or corruption
Suspected fraud or corruption involving City staff or contractors goes to the fraud hotline on 0800 323 130, not the Ombudsman or the Call Centre.
If the City still does not resolve it
Once the City’s internal routes are exhausted, maladministration complaints against a municipality can be taken to the Public Protector on 0800 112 040 or [email protected]. Electricity supply and tariff disputes can be raised with NERSA via nersa.org.za.
