City of Johannesburg municipality address and head office
The City’s headquarters are the Metropolitan Centre at the top of Braamfontein Hill, 158 Civic Boulevard, Braamfontein, Johannesburg. The City gives its hours as Monday to Friday, 07:30 to 15:30.
The Metropolitan Centre does not handle account or City-service enquiries. Those go to Joburg Connect on 0860 562 874. Building-plan queries go to the Metro Link office on the west side of the Metropolitan Centre, where tender information is also available.
The City’s website is joburg.org.za. It is not a gov.za address, so a search for “cityofjohannesburg.gov.za” will not find it.
CoJ contact number and call centre
The City says all queries should go through its call centre, Joburg Connect, on 0860 562 874 or by email to joburgconnect@joburg.org.za. It describes Joburg Connect as available 24 hours a day, 7 days a week.
Do not confuse 5555 with 5911
These two numbers differ by four digits and could hardly be more different in purpose.
011 375 5911 is the City’s emergency line, for ambulance, fire and the JMPD. It is not for billing.
011 375 5555 appears in City media statements as the Joburg Connect number. The City’s current contact pages give 0860 562 874 for Joburg Connect instead, so use that first for billing disputes, or visit a customer service centre.
Dialling 5911 about a water bill takes a line away from someone who needs an ambulance. Check the last four digits before you call.
Thuso House does not take cash
This is the single most useful thing to know before travelling to Braamfontein.
The City has published a notice that the Thuso House Customer Service Centre is not accepting cash, and that only debit and credit card payments will be accepted.
So take a card. Arriving with notes to settle a municipal account will mean a wasted trip, and Thuso House is the City’s main walk-in centre, so it is the one people travel furthest to reach.
If you must pay in cash, ask Joburg Connect on 0860 562 874 which centre nearest you still accepts it before you set off.
Thuso House Braamfontein trading hours
The City’s Revenue page gives Thuso House’s hours as Monday to Friday, 07:30 to 18:00. The City’s March 2024 customer service centre schedule lists Region F centres, which include Thuso House, as Monday to Friday 07:30 to 15:30, with Wednesday opening at 09:00. The two sources conflict, so confirm on 0860 562 874 before travelling. The Region F email for Thuso House is regionFrevenue@joburg.org.za.
CoJ customer service centres and offices
Customer service centres handle account payments and enquiries, credit-control arrangements, meter investigations, reconnections, refunds, pensioner remissions, new electricity, water and sewer connections, and clearance applications. The City lists these centres and regional revenue mailboxes:

The City’s March 2024 schedule gives Region B centres as Monday to Friday 07:30 to 15:30, with Thursday opening at 09:00, and Region E centres as Monday 09:00 to 15:30 and Tuesday to Friday 07:30 to 15:30. The Midrand centre moved from 300 15th Road to 230 15th Road, Randjespark, in March 2026. Johannesburg electricity, water and roads contacts
Electricity in Johannesburg is supplied by City Power, whose head office number is 011 490 7000. See our City Power contact details page for outage and fault routes.
The Johannesburg Water call centre is 010 061 4470, and water faults can be logged by email at fault@jwater.co.za (the City says this address is for water-related incidents only). Reception is 010 061 4450. Johannesburg Water publishes no separate sewage-blockage number: log sewer blockages on the call centre or the fault email. Its office is at Turbine Hall, 65 Ntemi Piliso Street, Newtown.
The Johannesburg Roads Agency (JRA) is on 011 298 5000 and hotline@jra.org.za. The JRA asks the public to report road faults through Joburg Connect on 0860 562 874.
City of Johannesburg HR and legal department contact details

The general number is a word
The City writes its general number as 0860 JOBURG, which it calls a smart number. JOBURG spells out to 562874 on a telephone keypad, giving 0860 562 874.
Both forms reach the same place. If you have seen the number written as letters and were not sure how to dial it, that is the translation.
The City describes three ways to reach it: click, meaning the internet, walk, meaning the customer service centres, and talk, meaning the call centre.
Your account number is nine digits
Whichever route you use, this is what the City will ask for.
The City tells customers to use their nine-digit municipal account number as the payment reference. A payment without it, or with the wrong number, is difficult to trace and will not clear your account.
The City also states that when you lodge a complaint, a reference number will be provided in all instances. Write it down. Without it, a follow-up call starts from the beginning.
Reporting corruption
The City runs a separate anti-fraud hotline on 0800 002 587, listed alongside its general and emergency numbers.
Use it for fraud or corruption involving the City rather than the general call centre. A billing error is a Joburg Connect matter; someone soliciting a payment to make a problem go away is not.
Before you go to Thuso House
Take your card, your nine-digit account number and your identity document.
Take the actual bill or statement you are querying, not a photograph of part of it, and any reference number from a previous call.
Phone 0860 562 874 first to confirm that Thuso House handles what you need. The City operates customer service centres across all its regions, and a closer one may be able to help.
Be aware that the City’s website carries a good deal of old material, including notices going back many years, so check the date on anything you read there before relying on it.
