Mthatha carries the Master’s standard range of responsibilities: supervising the administration of deceased estates, insolvent estates and liquidations, registering and supervising trusts under the Trust Property Control Act, overseeing curators and tutors appointed to manage another person’s property, and administering the Guardian’s Fund for minors, people lacking legal capacity and heirs who are absent or untraceable. The office does not publish a separate Guardian’s Fund line, so those enquiries go through the general numbers above. Parent organisation and escalation
The office is part of the Master of the High Court, a branch of the Department of Justice and Constitutional Development. Complaints follow a fixed order within the office before leaving it: Assistant Master, then Deputy Master, then Head of Office, and only afterwards the Office of the Chief Master on 012 406 4804. Where the journey to Mthatha is impractical, any Magistrate’s Office can act as a service point for the Master, a designation in place since 5 December 2002 and a useful one across the rural Eastern Cape.
