Hyphen is a payment distribution agent, which matters to you only if you are under debt review. Under debt review you make one monthly payment, and a PDA splits it among your creditors. Hyphen Technology is registered with the National Credit Regulator as NCRPDA1, the first payment distribution agent on the register, and it is the company that moves the money rather than the one that placed you under debt review.

Official provider route

Worth knowing where each of those comes from. The Hyphen website publishes only the two mailboxes and no telephone number at all. The number and the street address above come from the NCR register of payment distribution agents, which is where a registered PDA is required to file them, so they are official rather than second hand. Hyphen carries NCR registration number NCRPDA1 and company registration number 1987/006392/07.

The website itself is built for banks and lenders rather than for consumers, which is why it has no consumer support line on it. If you are a consumer under debt review, your debt counsellor is normally the correct first call, not the PDA.

Product or service support

A payment distribution agent receives the single monthly debt review payment, distributes it among the creditors according to the debt review arrangement or court order, and issues distribution statements showing who was paid what. That is the whole of its role, and the limits of that role are the source of most confusion about it.

Payment distribution is one regulated activity inside a wider payments technology business. Hyphen also handles transaction pre-processing for banks, data validation and verification, file formatting, account verification services and FACS, through portals it calls HyphenX, FACS and the Current Portal. That is why the site talks about file transfers and integration rather than about debt review.

Eligibility, account or policy requirements

You do not choose a PDA. A consumer entering debt review is placed with one by the debt counsellor, and the distribution runs from the instruction the PDA receives rather than from anything you arrange with it directly.

Before making contact, have your debt review case number and the name of your debt counsellor ready. Without the case number the PDA has no way to find your distribution, because it works from case records rather than from names.

The important limit is this: a PDA cannot change what you pay or how it is split. Both come from the debt review arrangement or the court order, and only the debt counsellor or the court can change them. Asking the PDA to pay one creditor more, to hold a payment back, or to reduce the monthly amount is asking the wrong party, and it will refer you back to the counsellor.

Confirm which PDA actually holds your payments before chasing a missing distribution, because there is more than one. The NCR register also lists DC Partner as NCRPDA2 and Intuitive PDA, trading as iPDA, as NCRPDA3, among others.

Escalation route

Start with the debt counsellor, who holds the arrangement and can see what was instructed. Then the Hyphen solutions desk, quoting the case number and the month in question. Then the National Credit Regulator, which registers and supervises payment distribution agents and runs a complaints department for exactly this.

One check is worth doing before any of that, and it costs nothing. The NCR publishes its full register of payment distribution agents online. If you are not certain that the entity receiving your monthly payment is registered, look it up: an entity distributing debt review payments without appearing on that register has no business holding your money, and that is a matter to raise with the NCR immediately rather than through a complaints process.
