Why Athlone is hard to find
The department splits its offices into three kinds, and Athlone is not in the category most people search.
There are provincial offices, labour centres, and satellite offices. Athlone is a satellite office. It does not appear anywhere on the labour centres list, which is the page most searches land on.
So if you looked for Athlone on the department’s labour centre directory and concluded there was no office there, that is why. It exists, on a separate page.
Goodwood and Atlantis are also Western Cape satellite offices, listed alongside Athlone.
Making a complaint
Each province has its own customer care mailbox, and these are the written route for complaints. They are departmental addresses rather than individual ones, so they do not depend on one person being at work.

Everything closes at 16:00
Every office we checked, from the Athlone satellite office to head office in Pretoria, publishes the same hours: 07:30 to 16:00, Monday to Friday.
That early close catches people out. Arriving at half past three leaves very little time, and queues at labour offices are long. Go early rather than late, and do not count on being seen if you arrive in the last hour.
No office is listed as open on weekends or public holidays.

One naming point worth knowing. The department’s own footer describes it as the South African Department of Employment and Labour, while its website address and most of its pages still say Department of Labour. Both refer to the same department, so do not be thrown by the difference when searching.
The Minister keeps two offices, in Cape Town and Pretoria, and the Compensation Fund and the Unemployment Insurance Fund have their own separate contact pages.
Go to the right office
A satellite office is smaller than a labour centre, so confirm on the telephone that Athlone handles your matter before travelling.
