Services and responsibilities
The NHBRC registers home builders, enrols new homes, inspects building work and handles housing consumers’ complaints about builders. Anyone in the business of building homes must register with the NHBRC and renew every year; building without registration can lead to a fine or up to one year’s imprisonment. You can check a builder’s registration with the certificate verification tool on the Online Services Portal.
The NHBRC deals with three types of complaint:
- minor defects reported in the first 3 months of occupation (the builder has 21 working days to respond);
- roof leaks within 1 year (the builder has 7 working days to respond);
- major structural defects within 5 years (the builder has 7 working days to respond).
The NHBRC does not handle deposit theft, which is referred to the Commercial Crimes Unit, or contractual disputes, which go to your attorney.

There are nine provincial customer care offices, reached through the provincial mailboxes above; complaints can also be lodged in person at the nearest provincial customer service centre.
Applications and escalation
How to lodge a complaint about a builder
- Notify the home builder in writing and keep copies. Give the builder reasonable access and keep up with your own financial obligations.
- Gather proof of your occupation date (for example a municipal occupation certificate), proof of your notifications to the builder, and a list of the disputed items.
- Download and complete the NHBRC complaint form.
- Lodge it with your supporting documents at the nearest provincial customer service centre, or email it to your provincial customer care office.
How to register as a home builder
- Apply on the Online Services Portal and attach the required documents, such as tax clearance and, for a Pty company, the CoR14.1.
- Pay the non-refundable initial application fee of R745.61. The annual membership fee is R526.32.
- Book the technical assessment by emailing your provincial office. You get two attempts to pass the technical test within 30 days.
- Attend the Builders’ Induction workshop.
