A residential facility for older persons must be registered with the Department of Social Development, and you may ask to see the registration. Unregistered homes operate, and registration is the only external check on staffing, safety and how residents are treated.

What to ask, and to see

Visit unannounced if you can, and at a mealtime rather than mid-morning.

• Registration, and what level of care is provided: independent living, assisted, or frail care are different things with different staffing.
• Who is on duty overnight, and what happens in a medical emergency at three in the morning.
• What the fee covers, and what is billed extra: medication, incontinence supplies, outings, laundry.
• How medication is managed and recorded, and by whom.
• Whether residents may keep their own bank cards and pensions. Nobody should be holding a resident’s card and PIN.

Residents keep their rights

Abuse of an older person includes neglect and financial abuse, and it is reportable. Report to the police on 10111 or to Social Development, and ask for a social worker assessment.
