Metros, districts and local municipalities
A metropolitan municipality is a single authority running all municipal services for a large urban area, with no district tier above it. Outside the metros, South Africa uses a two-tier structure of district municipalities made up of local municipalities, where responsibilities are split between the two.
That distinction matters when you are trying to reach the right office. In a metro, one municipality handles water, electricity, refuse and rates. Outside a metro, water might sit with the district while refuse sits with the local municipality, so check which one handles your service before calling. See district municipality contact details and local municipality contact details.
