What you probably need instead
Almost every enquiry that reaches a senior official’s office belongs to the municipality’s own service channels, which are faster because they are the ones that generate a reference.

Making a municipal complaint that gets traced
- Get a reference number for every fault report. Municipal systems trace on the reference and nothing else.
- Know who supplies what. In some areas electricity is supplied by Eskom directly rather than by the municipality, and the account tells you which.
- Use the ward councillor as the internal escalation. Councillor details are published by the municipality.
- Do not stop paying the undisputed portion of an account during a billing dispute, because withholding the whole account is what leads to disconnection.
- Keep dates and reference numbers. A complaint to the Public Protector is built out of them.
Why this page carries no personal details
The rule is applied to everyone equally, whether the request comes from a member of the public, a journalist or the person themselves.
- A personal number published where it ranks in search becomes an impersonation tool. The number is what lends a fraudulent approach credibility, and the people harmed are the ones who trusted it.
- Someone named in a search query did not ask to be listed. A directory publishing an individual’s direct line hands strangers a channel that person never opened.
- Organisational routes are published here in full. Where an organisation publishes a contact route on its own official channels, we publish it, because that is a channel opened deliberately for the public.
- Numbers circulating on third-party sites are not republished. A number appearing elsewhere is not evidence that anyone consented to it being listed, and it is frequently wrong.

Billing disputes with a municipality
Municipal billing generates more complaints than any other local government function, and the process for disputing one is specific.
- Lodge the dispute formally, in writing, and keep proof. A phone call is not a dispute.
- An account in formal dispute should not be handed over while the dispute is running, and disconnection during a properly lodged dispute is challengeable.
- Keep paying the undisputed portion. Withholding the whole account because part of it is wrong is what leads to disconnection.
- Ask for the meter reading history, because estimated readings followed by a large corrective bill are the single commonest cause of a disputed account.
- Prescription applies to municipal debt as it does to other debt, and very old amounts appearing on a current account are worth questioning.
Complaints and escalation
Raise it with the municipality first, keeping every reference number, then the ward councillor. Unresolved municipal complaints go to the Public Protector, which investigates maladministration and undue delay in local government free of charge and will ask what the municipality was given the chance to do first.
