The email address deserves a note, because it does not look like an education address and people reasonably hesitate before using it. The ncotp domain is the provincial Office of the Premier rather than the education department, yet this is the address the department publishes on its own contact page. It is not a template value repeated across the provincial site either: the equivalent field on the provincial health department contact page is blank rather than carrying the same address. Use it, but expect a provincial rather than a departmental reply, and confirm on the switchboard if a matter is urgent.
Services and responsibilities
A provincial education department runs public schooling within its province: it employs and places teachers, administers admissions and placement at public schools, oversees school governing bodies, manages school infrastructure and support programmes, and administers the national examinations within the province. National policy and the curriculum are set by the Department of Basic Education, while the province delivers against them.
That division decides where a question belongs, and getting it wrong is the ordinary cause of delay. Anything about a specific school, a specific learner, a placement or a teacher post is provincial and belongs here. Anything about the curriculum itself, or national policy on how a subject is taught or assessed, is national and does not.
The Northern Cape is the largest province by area and the most sparsely populated, which has a practical consequence for anyone dealing with the department. Distances between the Kimberley head office and outlying schools are considerable, so matters that could be settled in person elsewhere are handled by telephone and correspondence here, and building in time for that is realistic rather than pessimistic.

Applications and escalation
Start at the school itself for anything concerning a learner. A school principal and the school governing body handle admissions, discipline and day to day matters directly, and the department will refer a query back down if it has not been raised there first.
Where the school has not resolved it, the district office is the next step and the provincial switchboard can identify which district a school falls under. Only after that does the provincial head office become the right destination. Put anything substantive in writing and keep the date, because a provincial department works from correspondence rather than from recollection of a phone call.
Above the province sits the national Department of Basic Education, which is the correct escalation once the provincial department has given a final answer or has failed to answer at all.
