For debt review questions, the National Credit Regulator’s call centre is on 0860 627 627 and general enquiries go to info@ncr.org.za. The NCR is the statutory regulator under the National Credit Act 34 of 2005, but it does not do debt review itself: debt counselling is done by debt counsellors registered with the NCR, and the NCR’s Debt Counselling department monitors them.

The Debt Counselling department handles Debt Help System (DHS) queries. Status code update requests go to DHSupdates@ncr.org.za or 011 554 2600, and debt counsellors submit Forms 41 and 42 under regulation 69 to DCreturns@ncr.org.za. These two routes are for debt counsellors and the credit industry rather than consumers.
Services and responsibilities
Debt counselling, also called debt review, is a debt relief measure under the National Credit Act. It must be done by a debt counsellor registered with the NCR, who must display the registration certificate. Check any debt counsellor on the NCR’s register of debt counsellors, found under Registrants on ncr.org.za, before you sign anything.
Debt counselling is not free. Fees follow the NCR Debt Counselling Fee Guidelines (001/2018). While you are under debt counselling, you cannot apply for further credit.
The NCR warns that “debt review removal” services charging upfront fees, of up to R10 000, contravene section 126A(3) of the National Credit Act. Such services may not take payment until the service is fully performed.
Office and address information
The NCR’s head office is at 127 – 15th Road, Randjespark, Midrand, 1683. The NCR says operations at its previous address, 232 – 15th Road, ceased on 18 July 2025.
Applications and escalation
The debt review process, as the NCR describes it:
- Choose a debt counsellor from the NCR register of debt counsellors.
- Apply to the debt counsellor on Form 16 with supporting documents. Spouses married in community of property apply jointly.
- Within 5 business days, the debt counsellor notifies credit providers and credit bureaus on Form 17.1. Credit providers send a Certificate of Balance within 5 business days. After assessment, the debt counsellor issues Form 17.2 accepting or rejecting the application.
- The debt counsellor sends a restructuring proposal to your credit providers and refers the matter to the National Consumer Tribunal (for a consent order) or the Magistrate’s Court. The application, negotiation and referral must be completed within 60 business days.
- Keep paying as advised, directly or through an NCR-registered Payment Distribution Agent.
- When all restructured debts are paid (or only an up-to-date home loan remains), the debt counsellor issues a clearance certificate and the credit bureaus remove the debt review flag.
