The National Credit Regulator (NCR) call centre number is 0860 627 627, and you can check whether a debt counsellor is registered on the NCR’s online register of debt counsellors. The NCR is the statutory regulator under the National Credit Act: it registers debt counsellors, and its Debt Counselling department monitors their compliance.

The NCR does not do debt review for consumers itself. To go under debt review, you apply to an NCR-registered debt counsellor. This page is about the regulator, not the private company National Debt Counsellors.

To find or check a debt counsellor, search the NCR register at ncr.org.za/register_of_registrants/registered_dc.php. You can search by name, NCRDC registration number or area. When the register was read, it listed 1,706 registered debt counsellors.

Services and responsibilities

The NCR’s Debt Counselling department monitors whether debt counsellors, credit providers’ debt counselling departments and Payment Distribution Agents comply with the National Credit Act.

The NCR sets out what consumers can expect from a registered debt counsellor:

  • The debt counsellor must display their NCR registration certificate and disclose all fees in writing.
  • The debt counselling process must be completed within 60 business days of application, and credit providers cannot take legal action during that time.
  • The debt counselling flag is not a blacklisting, but a consumer under debt counselling cannot take further credit.

Office and address information

The NCR head office is at 127 15th Road, Randjespark, Midrand, 1683. On 18 July 2025 the NCR moved its operations there from 232 15th Road, so older listings may still show the previous address.

Applications and escalation

The NCR describes the debt counselling process like this:

  1. Apply to an NCR-registered debt counsellor by completing Form 16 with supporting documents. Spouses married in community of property apply jointly.
  2. Within 5 business days, the debt counsellor notifies credit providers and credit bureaus with Form 17.1.
  3. Credit providers send Certificates of Balance within 5 business days. The counsellor assesses whether you are over-indebted and issues Form 17.2 accepting or rejecting the application.
  4. If you are accepted, a restructuring proposal goes to your credit providers. If they all accept it, it goes to the National Consumer Tribunal for a consent order; otherwise it goes to the Magistrate’s Court.
  5. Keep paying as advised from the start, directly or through an NCR-registered Payment Distribution Agent. If you default, a credit provider can terminate the process.
  6. When your debts are paid up, or only an up-to-date home loan remains, the counsellor issues a clearance certificate and the credit bureaus remove the flag.
