Head office is rarely the right first call
Worth understanding before you dial, because it decides whether your problem gets solved. Provincial education is administered through districts and circuits, and almost everything that affects an individual learner is handled at district level, not by head office.
The escalation order is school, then the school governing body, then the district office, then the province. Skipping to the province usually results in being referred back down, which costs weeks.
The exception is a learner with no school place. Placement is a district responsibility, and if the district is not resolving it, the province is the right escalation.

Fees, admission and what a school may not do
- A learner may not be refused admission because fees are unpaid, and results may not be withheld over a fee debt.
- Parents under the income threshold may apply for statutory exemption, and the school must supply the form rather than discourage the application.
- No-fee schools may not charge compulsory fees, whatever they are called.
- Corporal punishment is unlawful. Assault on a learner is a police matter on 10111, not something for the school to handle internally.
Applying late, rather than a shortage of places, is the commonest reason a placement fails. Apply in the admission window for the following year, which opens roughly a year ahead.
