Making a complaint about a state service that actually moves

  1. Get a reference number for every interaction, with the date, the office and the official’s name.
  2. Put it in writing once a call has failed. A written query creates a record and starts a clock.
  3. Quote the department’s published service standard. A matter past its published turnaround time is the strongest complaint available, because the department set the standard.
  4. Escalate one level at a time, and treat a Minister’s office as the last step rather than the first.
  5. No public servant may charge you for a service the state provides free. Where a fee applies it is gazetted, paid at a cashier and receipted.

This distinction sends more correspondence to the wrong place than any other in South African government.

Complaints and escalation

Raise it with the department first, keeping every reference number. If it stays unresolved, the Presidential Hotline on 17737 is the national government’s own complaints line, and the Public Protector investigates improper conduct and undue delay in state administration free of charge. The Public Protector will normally ask whether the department itself was given a chance to resolve the matter, which is why the reference numbers matter.
