What you probably need instead
Most enquiries that reach a senior official’s office belong to the department’s own administration, and sending them upward routes them back down and adds weeks rather than saving them.

Making a complaint about a state service that actually moves
- Get a reference number for every interaction, with the date, the office and the name of the official you spoke to.
- Put it in writing once a call has failed. A written query creates a record and starts a clock; a phone call leaves nothing behind.
- Quote the department’s own published service standard. A matter past its published turnaround time is the strongest complaint available, because the department set the standard.
- Escalate one level at a time: office, district, provincial head office, then the Public Protector. Approaching a senior official first is not a shortcut.
- No public servant may charge you for a service the state provides free. Where a fee applies it is gazetted, paid at a cashier and receipted.
Why this page carries no personal details
The rule is applied to everyone equally, whether the request comes from a member of the public, a journalist or the person themselves. Two reasons sit behind it.
- A personal number published where it ranks in search becomes an impersonation tool. The number itself is what lends a fraudulent approach credibility, and the people harmed are the ones who trusted it.
- Someone named in a search query did not ask to be listed. A directory that publishes an individual’s direct line hands strangers a channel that person never opened.
- Organisational routes are published here in full. Where a company, department or professional body publishes a contact route on its own official channels, we publish it.
- Numbers circulating on third-party sites are not republished. A number appearing elsewhere is not evidence that anyone consented to it being listed, and it is frequently wrong.

Which sphere of government actually delivers what
Sending an enquiry to the wrong sphere is the commonest reason it goes unanswered, and the division is clearer than most people assume.
- National departments set policy and run national services. Home Affairs, SARS, Correctional Services and the police are national.
- Provinces deliver most of what people actually use: schools, clinics and hospitals, social development services, and provincial roads.
- Municipalities deliver local services: water, electricity reticulation, refuse, local roads, stormwater and municipal billing.
- Social grants are SASSA’s, not the provincial social development department’s, which is the single most common misdirection in this area.
- Education has three layers. The school governing body, then the district office, then the provincial department. A placement or an admission dispute starts at the district, not at the top.
Every service the state provides in the ordinary course is free or carries a gazetted fee, paid at a cashier and receipted. Nobody may charge you privately to access a public service, and a facilitator offering to speed one up is committing fraud.
Complaints and escalation
Raise it with the department first, keeping every reference number. If it stays unresolved, the Presidential Hotline on 17737 is the national government’s own complaints line, and the Public Protector investigates improper conduct and undue delay in state administration free of charge. The Public Protector will normally ask whether the department itself was given a chance to resolve the matter, which is why the reference numbers matter.
