OUTsurance does not publish a procurement or supply chain telephone number or mailbox on its own website. What it does publish is the paperwork: the technical requirements a prospective service provider has to meet, and the enterprise and supplier development programme it runs. If you are trying to get onto the OUTsurance panel, those documents are the actual route in, and the general numbers below are all that is published for reaching the company.

None of these is a buyer. Client care handles policies, and compliance handles regulatory complaints. If your query is about becoming a supplier, expect to be pointed back at the application documents rather than transferred.
What OUTsurance requires from a service provider
The buildings and related contractor technical requirements document published on the OUTsurance site sets out what a prospective contractor must produce. It is a useful checklist even if you supply something else, because it shows the standard of compliance paperwork the insurer expects.
- A valid SANAS-accredited construction sector B-BBEE certificate, VAT registration certificate and CIPC certificate
- A tax clearance certificate, or a deferred payment agreement with SARS
- A bank confirmation letter for the business, not older than three months, and registration for workmen compensation
- Product liability and public liability insurance policies, and a minimum one-year warranty on workmanship
- Full-time admin staff who are computer literate and can acknowledge claims, draft reports and invoice through an online process
Trade-specific registration is required on top of that. Plumbers must be registered with the Department of Employment and Labour and with the PIRB or the IPA, and must be able to issue a Certificate of Compliance. Builders need registration with Master Builders South Africa or the NHBRC. Electrical businesses must be registered with the department and employ a qualified electrician holding a wireman licence. Applicants complete a self-assessment form, and OUTsurance states that only providers demonstrating full adherence are considered.
Enterprise and supplier development
OUTsurance runs an enterprise and supplier development programme called Kwande, established in April 2019, aimed at small and medium enterprises aligned to its value chain: panel beaters, towing businesses, builders, plumbers, electricians and other artisans. It offers mentorship, access to markets within the OUTsurance supply chain, business development support and funding, with loan and grant funding facilitated through the ASISA ESD Fund. A warning about procurement approaches
Supplier onboarding is a favourite pretext for fraud in both directions. Nobody at a legitimate insurer asks a prospective supplier for a fee to be listed on a panel, and no genuine supplier is asked to change a client banking detail by email. If you receive either, report it.
